Ayushman Sabha

Ayushman Sabha is a Gram Panchayat or Urban ward level sabha led by the VHSNC /Ward Committee/ MAS. It shall ensure saturation coverage of health schemes and optimum healthcare service delivery.

It involves distribution of Ayushman cards to eligible beneficiaries, displaying lists of beneficiaries who have received treatment under PM-JAY, showcasing empaneled hospitals in the area, organizing special health talks to raise awareness about NCDs, TB, SCD, Ayushman Cards, and ABHA IDs, and facilitating the creation of ABHA IDs. Furthermore, invitees shall include MPs/MLAs, PMJAY beneficiaries, beneficiaries of Ayushman Bharat Health and Wellness Centres, tuberculosis champions etc.

Objectives of Ayushman Sabha

Ayushman Sabha is a Gram Panchayat / Nagar Panchayat/Notified Area Committee level sabha led by VHSNCs/ Ward Committees/ MAS and intended to -

  1. Enhance awareness about the importance of Ayushman cards and their distribution
  2. Generate ABHA IDs
  3. Enhance awareness about the importance of utilizing screening services for NCDs (Hypertension, Diabetes & three common cancers), TB and sickle cell disease provided through AYUSHMAN AROGYA MANDIRs
  4. Enhance awareness about communicable services and their elimination such as TB, which is treatable and preventable.
  5. Social accountability of the Health Systems for the community to express their issues and concerns related to health services provided at the AYUSHMAN AROGYA MANDIRs
  6. Focus on holistic approach to preventive healthcare, address myths and stigmas.

Operationalization of Ayushman Sabha- Planning & Implementation

The Ayushman Sabha is a community-level activity to be conducted to create momentum among the community to saturate Ayushman cards, ABHA IDs generation along with the awareness on NCDs, communicable services, TB and sickle cell disease.

The Ayushman Sabha shall be led by Village Health Sanitation Nutrition Committee (VHSNC) / Ward Committee/ Mahila Arogya Samiti (MAS) and Panchayati Raj Institution (PRI) and conducted at the Gram Panchayat / Nagar Panchayat.

Ayushman Sabha shall be conducted along with Gram Sabha scheduled on 2nd October 2023, with ‘health’ as a key agenda. The follow up Ayushman Sabha will also be conducted before 31st December 2023 to review the progress made by the village regarding the health indicators.

Implementation of Ayushman Sabha involves a cascade of planning from different levels. Following are the different planning activities to be undertaken at each level:

  • At the State level, the health department will collaborate with the departments of Women & Child development, Panchayati Raj /Housing and Urban Affairs, Social Welfare, Tribal affairs and Education for the implementation of Ayushman Sabha.
  • The Health and State Panchayati Raj departments/ Housing and Urban Affairs departments shall disseminate the Ayushman Sabha guidelines to the districts and from districts to Gram Panchayats/ Nagar Panchayats and villages/ towns.

2 District/ City
  • Zila Panchayat shall organize a workshop under the chairmanship of the President of Zila Panchayat with health and allied departments for orientation, planning, and implementation of Sabha and Ayushman Gram.
  • Similarly, Nagar Panchayat under its Chairperson along with Municipal Councilors shall organize the workshop for orientation, planning, and implementation of Sabha and Ayushman Nagar Panchayat
  • Orientation of block/ ward level team to prepare microplan for Ayushman Sabha at each village/ town/ City.
  • Ensure compilation of micro plan received from blocks/ wards through block development officer (BDO)/ Deputy or Assistant Commissioner
  • Review of activities undertaken by the block/ ward team and Gram/ Nagar panchayats
  • Monitoring visit to Ayushman Sabha must be conducted to ensure its execution in a meaningful way.
  • DM/ Collector OR Municipal Commissioner shall monitor the implementation of Ayushman Sabha at Gram Panchayat/ Nagar Panchayat level.
3 Block/ Ward
  • Block development officer/Deputy or Assistant Commissioner will assist and monitor the micro-plans of Sabhas
  • Monitoring of Ayushman Sabha for ensuring its execution in a meaningful way
  • Periodic review of TB, ABHA IDs and PM-JAY cards generated in each Sabha
  • Monitor the individuals screened for NCDs, TB through AYUSHMAN AROGYA MANDIRs and identify villages/towns with less achievement
4 Gram Panchayat/ Nagar Panchayat
  • Prepare micro plan for Ayushman Sabha, including baseline survey to map eligible PMJAY beneficiaries with the help of ASHAs
  • Informing all stakeholders about the date and venue of Ayushman Sabha through locally relevant modes of communications.
  • Convene Ayushman Sabha at each village/ town as per micro-plan
  • Monitor the progress of generating Ayushman cards & ABHA ID Cards and awareness activities for NCDs, TB, immunization etc.
  • Foster awareness about Ayushman Sabha through localized communication
  • It is recommended that health mela information is disseminated both pre and post event for publicity on print/audio-visual/ social media especially on radio channels, nukkad natak, miking campaigns etc.

Ayushman Sabha Activities

  1. On the day of the Ayushman Sabha, ASHAs with support of other stakeholders such as Anganwadi workers, SHG members, youth club members, School Health and wellness ambassadors, other CBOs, TB Champions and co-operative societies (Cooperative society of agriculture, fishery, dairy, etc) shall mobilize people to participate in the Ayushman Sabha.
  2. During the Sabhas all segments of the community shall be invited, especially focusing on vulnerable and marginalized population.
  3. PRI, VHSNC/ Ward Committee/ MAS and JAS members shall ensure logistic arrangements at the venue of Ayushman Sabha including:
    1. ASHAs shall ensure the setting up of IEC materials, such as banners and lists of eligible PM-JAY beneficiaries, beneficiaries who have PM JAY services, and empaneled hospitals in the area.
    2. Separate counters shall be established for Ayushman card generation and ABHA-ID generation, where awareness about eligibility criteria, Ayushman cards, empaneled hospitals, and ABHA IDs will be disseminated.
    3. Providing a feedback box for participants' input.
  4. The Gram Panchayat/ Nagar Panchayat chairperson shall welcome the sabha participants and give a brief overview of the event with the objectives of the Sabha and link it with the development of the village/ town
  5. MLA/MP/ Zilla Parishad president/ Elected Councilor shall be invited for giving opening remarks to set the vision of the Ayushman Panchayat
  6. Important invitees from health such as CHO/ MO/ ANM shall be invited to deliver a brief overview of the services delivered at the SC-AYUSHMAN AROGYA MANDIR related to NCD, TB and SCD
  7. Health talks for generating awareness regarding the NCDs, TB, Routine Immunization, SCD, Ayushman Card, ABHA ID, and services related to it available at the AYUSHMAN AROGYA MANDIRs shall be delivered by the AYUSHMAN AROGYA MANDIR team members.
  8. Generation of Ayushman cards and ABHA ID:
    1. Dedicated personnel responsible for creating the Ayushman cards/ABHA IDs will be available. The dedicated person shall be Gram Rojgar Sahayak, Data Entry Operator, Common Service Centers, Ayushman Mitras etc. for the streamlining of the process
    2. ASHAs will compile a list of beneficiaries whose Ayushman cards/ABHA IDs were generated at the Ayushman Sabha, which will be validated by the VHSNC/ Ward Committee / MAS chairperson at the end of the Sabha.
    3. Information regarding the PMJAY scheme, its services, and empaneled hospitals will also be disseminated at the counter.
  9. Beneficiaries experience sharing: Selected beneficiaries, including PMJAY beneficiaries, AB-Health and Wellness Ambassadors, community champions, Ek Lavya school wardens, TB Champions, and SCD beneficiaries, may be invited to share their experiences related to healthcare service utilization, challenges faced during visits, compliance with treatment, and follow-up care at the facility.
  10. The Chairperson will facilitate discussion on issues faced by the community members related to Ayushman card generation, approach to saturate the Ayushman cards and ABHA IDs in their village/ town, utilization of services under the PM-JAY scheme, services provided at the health and wellness centers and at the referral facilities etc.
  11. A follow up action note will be prepared on issues raised by community which shall include the issue raised, expected follow up action, expected timeline, person responsible for reporting the follow up action back to the community.
  12. TB Mukt Panchayat: All Panchayats achieve TB free status will be certified as ‘TB Mukt Panchayat’ for 1 Year. The information is available in Ni-Kshay portal. The criteria adopted to certify a Panchayat TB Mukt are as follows:
